Publication ethics

Editorial Board and Belarusian State University of Informatics and Radioelectronics, the publisher of the Proceedings of the International scientific and technical conference "Open semantic technologies for intelligent systems", support the publishing publication ethics and acknowledge the fact that upholding the principles of publishing and editorial publication ethics is a major part of the review and publishing process.

Responsibilities of the editor-in-chief
Selecting papers for publication

Editor-in-chief of the Proceedings of the International scientific and technical conference "Open semantic technologies for intelligent systems" is responsible for selecting papers to publish among those submitted to the Editorial Board.

This decision should always be made after determining credibility and importance of the paper for readers and researchers. Editor-in-chief may follow the guidelines developed by the editorial board and such legal requirements as zero-tolerance to libel, copyright violations and plagiarism. While making a publication decision, editor-in-chief may also seek advice from editorial board, reviewers or research staff members.

Fairness

Editor-in-chief of the Proceedings of the International scientific and technical conference "Open semantic technologies for intelligent systems" evaluates submitted papers based on their intellectual value, regardless of author's race, gender, religion, ethnicity, citizenship or political views.

Confidentiality

Editor-in-chief of the Proceedings of the International scientific and technical conference "Open semantic technologies for intelligent systems" and Editorial Board members must not disclose information about submitted papers to anyone but author, reviewers, potential reviewers, editorial board advisors and publisher.

Information disclosure and conflict of interests

Information contained in a submitted paper must not be used in any of editor-in-chief's or Editorial Board member's own works without prior written permission from the author. Confidential information or ideas obtained during review process must be kept secret and must not be used for gaining personal advantage.

Editor-in-chief should refrain from participating in the review process in case if there is a conflict of interests, which stems from rivalry, collaboration, or other relationships with any of the authors, companies, or establishments concerned with the paper.

Editor-in-chief should require all authors to provide information about their conflicts of interests and to publish corrections in case when conflict of interests was discovered after publishing a paper. If necessary, other appropriate actions may be taken, such as publishing a disclaimer or expressing a concern.

Investigating misconduct complaints

Editor-in-chief of the Proceedings of the International scientific and technical conference "Open semantic technologies for intelligent systems" should take reasonably quick action in response to misconduct complaints regarding submitted or published paper in tandem with Editorial Board, publisher, or research staff members.

Responsibilities of the reviewers
Participating in Editorial Board's decisions

Review process helps editor-in-chief to choose papers to be published. Moreover, through editorial board, it helps authors to improve their papers.

Promptness

Every elected reviewer, who is unable to review a scientific research presented in the paper due to incompetence or lack of time, should promptly inform the editor-in-chief and withdraw himself from review process.

Confidentiality

Each reviewed paper should be treated as a confidential document. It must not be shown to or discussed with any third parties, except for those appointed by the editor-in-chief.

Objectivity standards

Reviews must be done objectively. Personal attacks are prohibited. Reviewers should state their point clearly and soundly.

Acknowledgment of sources

If authors did not cite a published research, reviewer should point that fact out.

Any claim that certain data, conclusion, or argument were already published should be substantiated by the appropriate reference. Reviewer should also bring any cases of substantial similarity or partial overlap between a reviewed paper and any other published work that they personally know, to the editor-in-chief's attention.

Responsibilities of the authors
Originality and plagiarism

Authors must guarantee, that they have written a completely original work, and if they used the research or words from other people, it should be appropriately cited or referenced in the text.

Plagiarism has many forms – passing other researchers' work as your own, copying or paraphrasing significant chunks of others' work without citing the source, claiming rights to the results obtained in other people's research, et cetera. Plagiarism in all its forms is an unethical behavior and is unacceptable.

Submitting the same paper to more than one journal is an unethical publication behavior and is unacceptable.

Author should not submit previously published papers to other journals.

Appropriate acknowledgment of other researchers' work is required. Authors should cite papers that influenced the contents of their research.
Paper authorship

Authorship should be limited to people who made a significant contribution to conceptualizing, planning, implementation or interpretation of a given research.

Every person, who made a considerable contribution, should be mentioned as the co-author. If a person took part in any significant part of a project, they should be acknowledged or included as a co-author of a paper.

Information disclosure and conflict of interests

Every author should disclose any kind of conflict of interests, such as financial, which may be influential to the paper evaluation. All sources of financial support must be disclosed.

Errors in published papers

If author discovers a significant error or inaccuracy in his published research, it is their responsibility to promptly inform the editor-in-chief of the proceedings and to collaboratively publish a disclaimer or a correction. If the editor-in-chief learns about a significant error in a published research from a third party, it is the responsibility of the author to submit a disclaimer or correction, or to prove correctness of their published research.

Plagiarism discovery

Editorial Board, editorial staff and Belarusian State University of Informatics and Radioelectronics are taking responsibility to help scientific community in all aspects of implementing the publishing publication ethics, especially if it is suspected, that there is a multiple submission or plagiarism case.
